In fact, so far as this Department is concerned, the so-called Contagious Diseases Ordinances might more properly be designated Ordinances for the protection of women and children; for the protection of ignorant women and young children is the object which this Department has always had in view when, by availing itself of the system of registration, it has endeavoured to prevent women being entrapped into a life of shame and children from being brought up in a vicious atmosphere and finally made prostitutes.
And this fact has been recognized by the Secretary of State, who has directed that the title of Contagious Diseases Ordinances is to be changed to that of Ordinance for the protection of women and children; so that the question of how the work of this Department will be affected by the change in the Contagious Diseases Ordinances is really equivalent to asking how the duties...
